Home improvement and home remodeling can be a fun but daunting task. You may feel bored with the same house that you have had for twenty years or just want to make some changes to a brand new home. While it can be stressful thinking about color coordinating walls and furniture, picking out the right tiles to fit in the bathroom, and putting up new light fixtures, view it as an exciting project and it might not be that bad after all.

Remodeling your house is really an art form and you have to have an artist?s eye to figure out what you are going to do. Maybe you want to remodel your kitchen, which is a huge task, or maybe you just want to do some touch up work to one of your bathrooms. If it is remodeling your kitchen that you are interested in, you may want to think about how you want to remodel it. You can pick out new counter surface material, such as marble. You can?t go wrong with marble even though it may be a little pricy. You should budget out how much you are willing to spend on remodeling your house. You can also coordinate appliances in the kitchen. Maybe you will want everything to be black or silver. Do you want to have a stainless steel sink? And what about the cupboards? All of these questions need to be taken into consideration.

If you are interested in redoing your living room you should consider the following. What sort of new furniture do you want? Do you want to keep it simple or more busy? What sort of colors do you want to work with? Do you want art on the walls or sculptures placed anywhere? You need to think about the placement of the furniture and how it makes you feel. It might be fun to pick out a color for the walls. You may also want to put up some new light fixtures and curtains for the windows.

Now to the bathroom. Bathrooms can be fun to design. They can be small but exciting to work with. You may want to consider if you want just a bathub, bathtub and shower, or just a stand alone shower. You can get one or two sinks. It is fun to pick out towels and shower curtains to match the color of your bathroom. You may also want to pick out a theme or color, for instance an aquatic theme or just go for a certain color and work with that.

Redoing your bedroom can also be fun. You may want to get a new bed and linens, maybe paint your walls certain color, get a new desk and chair for your homework or officework. Depending on how big your bedroom is, you can add more furniture, like artwork or bookshelves, or even a small sofa.

There is so much involved with home improvement and home remodeling. It is possible to just remodel one room, but if you have the money and are getting tired of the same old thing, making improvements on your house can make you happy in the long run.

Unless it's an emergency, drivers who talk on their cellphones -- even hands-free -- in Chapel Hill, North Carolina will face a $25 fine, but the first town in the U.S. to impose this kind of ban may be overstepping its authority with the state.

On Monday, the town council voted 5-4 in favor of an ordinance that prohibits any kind of cellphone use while driving.

NBC17 reported that this ruling, however, may exceed the town's jurisdiction.?The state's assistant Attorney General Jess D. Mekeel wrote in a letter that the state "has preemptive authority to regulate the use of mobile phones by motorists within the state of North Carolina. It is my opinion that an ordinance by the Town of Chapel Hill regulating motorists? use of cell phones is preempted by State law and, therefore, unenforceable."

Chapel Hill's town attorney disagrees with that interpretation, NBC17 said.

I've reached out to the town council and mayor, and will update if and when we hear from them. I called Ed Harrison, the council member who cast the deciding vote (and who was absent during the first stalemate vote earlier this month). He declined to comment.

Chapel Hill has a population of more than 51,000 and covers 21.1 square miles, with the University of North Carolina at Chapel Hill as one of its major employers.

The ban would begin June 1 and has already ignited a local firestorm. Some took their elected officials to task via emails, which are available at the council's website. Here's an excerpt from one objection to the decision:

I think we all agree that texting, putting on make-up, shaving, stuffing a big sandwich in your mouth (dashboard dining), talking on a hand-held cellphone, messing with a radio or a GPS device, while driving are all distracting. Interestingly, some of these will still be legal come June 1 in the great town of Chapel Hill. If you truly believed that hands-free cellphone is so dangerous, why would talking to your parent, spouse, or children (the exceptions you made) make it less dangerous. Or how about talking to your fellow passengers? Can we all just use some common sense and repeal this ruling.

I consider myself a liberal and progressive but this ruling went too far. All I could think of was Jessie Helms comment about putting a fence around our town. You just made us look like extreme and fringe lunatics. Thank you for that.

Those who opposed the ban also pointed to the difficulty of enforcing the ban on the town's roads and the cost of such vigilance.?

And then, there were messages like this, in support of the ban:

I am well aware of the studies that show that the use of cellphones (hand-held AND hands-free) is as detrimental to good driving as driving drunk, but many people are not. It's not just texting that's a problem --- even conversations on a hands-free device are distracting. I avoid driving when the bars close because I try to limit my encounters with drunk ?drivers, but I cannot do the same with cellphone using drivers. They are everywhere.

Even though this ban might be difficult to enforce, the same was probably true of the seat belt law when it was new. I know people who now wear their seat belts specifically because of the existence of the law. Please do the same for cell phone use, and make the roads safer for all of us.

For those who support the ordinance, one clause will probably rankle them. It won't be considered a primary offense, in that drivers won't be pulled over just for talking on their phones -- it could be added on if the driver is stopped for another offense.

How did this 6-year-old earn her place in the Scripps Howard National Spelling Bee? By keeping cool amongst competitors of any age, including one Fox News reporter who found himself another casualty of the youngster?s remarkable mind.

After beating out 21 middle school and elementary school opponents in her local town of Dale City, Va., Lori Anne Madison, the youngest contestant in the Prince William County spell-offs, stated she wasn?t threatened by anyone, even those who may have a few years on her.

?I?m confident because I?ve been in a spelling bee with older kids before,? explained Madison. ?I judge them for who they are, not their age.?

Giving her a run for her money, FOX 5 DC's Paul Raphel waged his own battle with the young champion, and lost miserably in the process.

The duel began with a win for Madison, who nailed her first word, ?okapi,? while Raphel offered a paltry attempt at spelling ?tourniquet.?

He tried, ?t-e-r-n-i-c-h-e,? but the judges were underwhelmed.

?Not even close,? they said to Raphel.

Madison continued her flawless run on subsequent words, ?metacarpal? and ?embarrassing,? easily trumping Raphel, who couldn?t even finished the second round.

?I don?t know, I don?t know,? the reporter laughed when broached with the word ?lozenge.?

Raphel later offered an explanation for his poor showing after his fellow news anchor wondered if, perhaps, he?d played fool to the elementary schooler.

?I wish I could say that,? said Raphel. ?Admittedly, going into this, I told everyone I was a very, very bad speller, but I think I proved this.?

To train for the real competition, Madison says her parents quizzed her, she read lists, and also relied on ?a really good memory.?

The impressive little girl also said it felt ?great? to be a winner, adding, ?It?s hard to put it in words really.?

ETF trends are guidelines used by traders to identify market entry and exit points, in other words when to buy and when to sell. ETFs are ?Exchange-Traded Funds?. They are something like mutual funds, but there are differences.

Funds, of all kinds, give small investors access to a wider range of investment choices. The funds are managed professionally and diversified. Assets held within the fund may include stocks, bonds and other securities. So, it resembles a smart investor?s portfolio.

Instead of being held by a single investor, funds are held by a large number of investors. The accumulated pool of money is invested and the profits, which ideally are larger than a single small investor could make alone, are shared.

A mutual fund?s net asset value (NAV) is calculated once a day. The value or price of an ETF will change throughout the day, as shares are bought and sold.

As little as one share of an ETF can be purchased and day trading is possible.

Mutual funds are typically held for long periods of time and a minimum number of shares must be purchased in order to buy in.

Trends are used in all markets, but the trends that are most important to an ETF investor are 50-day and 200-day trends. A smart investor identifies the trend before he or she buys in. Simply put, a 50 day trend would look at the average price of the ETF over the last 50 days. A 200 day trend would look at the average over the last 200 days.

A trend can cover any time periods. When analysts say that stocks historically earned average returns of 10-12%, they were looking at very long trends. Obviously, the historical trend did not hold true in the last several years.

Investors have different strategies when they are using trends, but a good rule of thumb is to buy in when you see an upward trend for the last 200 days and start thinking about selling if the value falls below the 50 day average. If it falls below the 200-day average, then the fund is trending downwards and it?s a good time to sell.

If you decide to use trends, you need to decide what you are going to do before you buy. How much are you willing to lose? If you buy in today and start making money, you are likely to lose some of those profits eventually.

Knowing when to sell is the key to making profits with ETFs. There?s no guarantee, but analyzing the trends should help you do that.

Hip-hop stars completed a near takeover of the music conference and festival overnight Thursday and early Friday with Lil Wayne, Snoop Dogg, B.o.B., T.I. and Wale all playing bass-booming showcases just blocks from each other into the early morning. And later in the day, Nas would be the subject of a Q&A interview and 50 Cent was expected to headline the Shady Records showcase where he would perform his iconic album "Get Rich or Die Tryin'" live in its entirety for the first time.

Posters teasing Lil Wayne's concert at Austin Music Hall appeared Thursday all over town and Weezy was in high spirits as he played his hits, introduced fellow rappers Chanel and Birdman, kicked off a partnership with Mountain Dew and introduced his new clothing line.

"If you get anything from me, it's to find your name and do you because, ladies and gentlemen, that's what I do," he told the crowd in what he said was a commercial for the new soft drink partnership.

As Weezy wound down, Snoop Dogg held court about six blocks away. 2nd African YouTube video stars Clooney in Sudan

NAIROBI, Kenya (AP) ? In the second YouTube video in a week to highlight an African conflict, George Clooney makes an illegal and dangerous trip to the southern reaches of Sudan, where the actor witnesses what an American activist said Thursday was likely a Chinese-made missile sail overhead.

Clooney's four-minute video highlights attacks on civilians in Sudan's Nuba Mountains, a region that U.S. officials say could soon suffer a severe hunger crisis. The video comes about a week after a YouTube sensation about Joseph Kony, the leader of the brutal Central Africa militia the Lord's Resistance Army.

In the Clooney video, which he wrote and directed, a man from the Nuba community is seen pushing Clooney to take cover after a rocket sails overhead. Mothers carrying children and young children lugging water jugs can be seen moving toward the rock caves.

Ryan Boyette, an American who lives in the Nuba Mountains, said Sudan's military has been launching large, Chinese-made rockets against civilians ? not military forces with the rebel group known as the SPLM-N. Boyette said most of the rocket victims are caught off guard because they don't know the rocket is approaching.

Helen Hughes, an arms expert at Amnesty International, said the rockets can travel about 40 miles (60 kilometers) and deliver a "quite large" blast radius. The rockets are supplied by China. Hughes said the country can't close its eyes to the evidence that its weapons are being used against civilians.

"These rockets are long-range, ground-launched unguided rockets, and they're being used in Kauda, which is a civilian area," said Hughes. "There are no military there. They're being used indiscriminately and that's a violation of international humanitarian law."

Clooney met with President Barack Obama at the White House on Thursday, saying he came away from the talks encouraged.

"The good news for us is we feel like there's a commitment at a high level" to address the Sudanese situation, Clooney told reporters after his meeting with the president. He added that he sensed "great interest in working with China."

The actor was questioned about why he would hold out hope for cooperation from China on Sudan. Clooney said energy-hungry China, which receives about 6 percent of its oil from Sudan, has an economic incentive to work to bring peace to the region.

Oil-rich South Sudan and Sudan, the keeper of the pipelines, have been at odds over oil and profits. Exports have stopped, putting pressure on oil prices worldwide.

"Suddenly, this affects their economy," Clooney said of China. "This is a moment we can appeal to China."

During his advocacy work in Sudan, Clooney helped found the Satellite Sentinel Project, which uses satellite imagery to monitor activities of war. The project on Thursday released a March 8 satellite image the group said showed an Antonov bomber flying away from two sites where plumes of smoke are rising. The group said no military infrastructure or personnel can be seen near the plumes.

The SPLM-N was or is aligned with the military in South Sudan, a new country that broke away from Sudan last year after decades of civil war. The Nuba Mountains were partitioned with the north although the black population there is ethnically and in some cases religiously different than the mostly Arab north.

South Sudan says it has severed ties with the SPLM-N. Sudan accuses it of continuing to aid SPLM-N fighters.

The Clooney video, produced with the advocacy group Enough Project, shows graphic footage of a boy who lost both hands in an attack. It also shows Clooney speaking to a child who recently had a bullet removed from his body.

Clooney asks one man during a conversation: "This is simply trying to clear people out ethnically because of the color of their skin?" The Nuba man responds that Sudan wants to move black Nubans out and put Arabs in.

Boyette said that he has been frequently told by Nubans that they are scared of the Antonov airplane bombings so haven't been in the fields to plant.

"But since they have used the rockets now they are scared to even get firewood and water nearby to cook for their children," Boyette said.

Sudan has refused to allow aid agencies into the region. Nancy Lindborg, an official with the U.S. Agency for International Development, told a Senate committee that Clooney testified before on Wednesday that 250,000 people are on the brink of a famine.

Clooney said in Washington it was imperative for the world to move swiftly to open a humanitarian corridor to those in need.

"When the rainy season starts, it is impossible to get through," Clooney said. "There is a very, very great possibility of a lot of people starving in the next few months."

The Kony video, produced by the advocacy group Invisible Children, has received about 80 million views on YouTube since its March 5 launch. The video was applauded in some corners for raising awareness about Kony and his group's attacks on civilians. Critics called the video misleading and accused it of being a fundraising vehicle for an organization some critics said doesn't spend enough on ground-level programs.

Jonathan Hutson, a spokesman for the Enough Project, said Clooney was not aware of the popularity of the Kony video while filming the Nuba people, because he was in Sudan during its release. Clooney is quoted in the Kony video as saying he wants warlords to be as famous as he is, but Clooney was referring to Sudan President Omar al-Bashir, not Kony.

"The purpose of the four-minute video is for Clooney to give a megaphone for the Nuba people on the ground and to raise awareness," Hutson said. "Clooney wanted to make sure that the Nubans in the video were not portrayed as victims. He wanted to put the spotlight on the voices of civilians on the ground."
